What Does Active Ageing Mean in Singapore?

Active ageing is broader than exercise. It includes physical health, mental stimulation, social participation, purpose and the ability to remain involved in daily life.

MOH defines active ageing as staying healthy, mentally active and socially connected. Its Age Well SG strategy supports this through community programmes, Active Ageing Centres, senior-friendly neighbourhoods and care services that help people remain independent for longer.

The number of community touchpoints has also expanded. MOH reported that Singapore had 223 Active Ageing Centres by March 2025, up from 154 when Age Well SG was launched in November 2023. These centres provide activities that support physical activity, social interaction and meaningful participation.

For adults in their fifties and early sixties, active ageing is therefore not only about preventing decline. It is about building habits and capacity before everyday movement becomes more difficult.

Why Staying Active After 55 Matters

Regular physical activity supports cardiovascular health, muscle strength, balance, mobility and functional capacity. It also helps people remain socially engaged and confident in daily activities.

The World Health Organization recommends that older adults include varied physical activity that emphasises functional balance and strength on at least three days each week. Adults should also aim for 150 to 300 minutes of moderate-intensity aerobic activity per week, or the equivalent amount of vigorous activity, depending on their abilities and health conditions.

Singapore’s HealthHub gives similar guidance. Its active-ageing programmes encourage adults aged 50 and above to combine aerobic activity with strength, balance and flexibility work.

These recommendations matter because ageing is associated with gradual changes in muscle mass, strength, reaction time, joint movement and walking efficiency. The Ministry of Health describes sarcopenia as the progressive loss of muscle mass with age and notes that seniors with a well-balanced diet and active lifestyle have a lower risk.

Staying active cannot stop every age-related change, but it can help preserve the strength and confidence needed for independent living.

What Changes in Walking as We Age?

Many adults remain fully independent after 55 but begin noticing that longer walks, stairs and busy days require more effort.

Common changes may include:

• slower preferred walking speed;

• shorter step length;

• reduced muscle strength or endurance;

• greater caution on uneven ground;

• more reliance on the hips when ankle push-off becomes weaker;

• slower recovery after long periods on foot; and

• reduced confidence after a fall or near-fall.

These changes do not affect everyone in the same way. Health conditions, activity level, body composition, sleep, medication, joint health and previous injuries all influence mobility.

A gradual reduction in activity can also create a cycle. Walking feels harder, so the person walks less. Reduced activity then contributes to further loss of strength and endurance. Active ageing aims to interrupt this cycle by making regular movement part of everyday life.


How Much Physical Activity Is Recommended?

Activity can be accumulated across the week. A person does not need to complete all aerobic activity in one long session.

Moderate-intensity activity generally means breathing faster while still being able to speak in sentences. Examples may include brisk walking, cycling at an easy pace, swimming, dancing or active household tasks.

Strength work may include resistance bands, body-weight exercises, machines, carrying appropriate loads or supervised gym training. Balance work may include tai chi, heel-to-toe walking, single-leg stance with support, stepping exercises or programmes designed for fall prevention.

Adults with health conditions, recent surgery, significant pain, frequent falls or uncertainty about exercise safety should seek professional advice before starting or intensifying an activity programme.

Is Walking Enough for Active Ageing?

Walking is one of the most accessible forms of physical activity and contributes to aerobic fitness, mobility and social participation. It can be incorporated into daily routines through neighbourhood walks, park connectors, shopping trips, commuting and community activities.

However, walking alone may not fully address age-related loss of muscle strength or balance. That is why WHO and HealthHub recommend combining aerobic activity with strength and balance training.

A complete active-ageing routine should therefore include:

• regular walking or another aerobic activity;

• exercises that challenge the major muscle groups;

• activities that improve balance and coordination;

• flexibility or mobility work where needed; and

• social or purposeful activities that encourage consistency.

The best programme is one that can be maintained. A modest routine performed regularly is usually more useful than an ambitious plan that stops after a few weeks.

How to Start Staying Active After 55

1. Establish a realistic baseline

Note how long you can walk comfortably, whether stairs are difficult and which activities cause unusual fatigue or pain. This provides a starting point for gradual progress.

2. Increase activity gradually

Add time, distance or intensity in small amounts. Increasing several factors at once makes it harder to identify what caused discomfort.

3. Include strength work

Strength supports walking, stair climbing, balance and the ability to recover from a loss of footing. Begin with movements that match your current ability.

4. Train balance safely

Use a stable support, clear floor space and supervision where needed. Balance exercises should be challenging enough to improve control without creating unnecessary fall risk.

5. Plan recovery

Sleep, hydration, nutrition and rest affect physical performance. Recovery becomes increasingly important when activity volume rises.

6. Make activity social

Walking groups, community classes and Active Ageing Centre programmes can improve consistency by combining movement with social connection.

7. Monitor warning signs

Stop activity and seek assistance if there is chest discomfort, dizziness, sudden weakness, severe pain, unusual breathlessness or any symptom that feels unsafe.

Active Ageing Programmes in Singapore

Singapore provides several community-based options for staying active.

Age Well SG

Age Well SG is a national programme led by MOH, the Ministry of National Development and the Ministry of Transport. It aims to help seniors stay active, remain socially connected and receive support within their communities.

Active Ageing Centres

Active Ageing Centres provide programmes such as exercise, volunteering, communal dining, learning activities and social engagement. MOH reported 223 centres by March 2025.

Live Well, Age Well

The Health Promotion Board and People’s Association provide community activities for people aged 50 and above. These programmes cover physical, mental and social well-being and are delivered through community locations and digital channels.

Age Well Neighbourhoods

MOH announced that Age Well Neighbourhoods would be progressively introduced from 2026 in towns with higher concentrations of seniors. These neighbourhoods combine Active Ageing Centres, community health services, home support and senior-friendly infrastructure.

The practical value of these programmes is accessibility. They reduce the need for active ageing to depend entirely on private gyms, specialist equipment or individual motivation.

Where Walking Support Technology May Fit

Active ageing should begin with regular movement, suitable exercise and appropriate health care. Walking support technology is not a replacement for these foundations.

For adults who already walk independently, a consumer walking exoskeleton may be considered as an optional form of movement support during activities that involve more walking, slopes or stairs.

Potential situations include:

• long sightseeing days;

• airports and large transport interchanges;

• exhibitions and shopping centres;

• park walks and travel;

• family outings; and

• activities where fatigue builds over time.

A walking exoskeleton differs from a cane or walker. A cane mainly provides an additional point of balance support, while a walker provides a wider base of stability. A powered exoskeleton applies assistance at selected joints during movement.

This means a consumer walking exoskeleton may be relevant to an independent walker seeking additional movement assistance, but it may not be suitable for someone who primarily needs balance support, body-weight support or rehabilitation.


What Research Says About Exoskeletons and Older Adults

Research on exoskeletons for older adults is promising but not uniform. Results depend on the device, control strategy, training time, task and participant group.

A 2023 randomised controlled study involved 60 community-dwelling older adults who completed 18 exercise sessions over six weeks. Participants who exercised with a wearable hip-assist robot showed greater improvements in gait, muscle strength, physical function and walking energy efficiency than participants who completed similar exercise without the robot. The study examined a specific training programme and device, so the findings should not be treated as a general claim for all exoskeletons.

Another 2023 study tested optimised ankle-exoskeleton assistance in ten healthy adults aged over 65. After substantial treadmill training and optimisation, assistance increased self-selected walking speed by 8% and reduced metabolic rate by 19% compared with walking in the exoskeleton with zero torque. The device was tethered and the study conditions do not directly represent consumer use outdoors.

Not every study has found a benefit. A 2025 study of 23 senior adults using a passive hip exoskeleton found no significant improvements in walking pattern or metabolic power compared with no exoskeleton or a placebo condition.

Together, these studies show that wearable assistance can help under some conditions, but product design and individual response matter. It is not scientifically accurate to assume that every exoskeleton will improve walking simply because it is powered or wearable.

What a Walking Exoskeleton Can and Cannot Do

A suitable consumer walking exoskeleton may:

• provide assistance during selected phases of walking;

• reduce part of the muscular effort for some users;

• make longer walking activities feel more manageable;

• assist movement on slopes or stairs where the product is designed for them; and

• support participation in active outings.

It does not:

• replace strength, balance or aerobic exercise;

• provide the same stability as a cane or walker;

• guarantee that every user will walk farther;

• diagnose, treat or cure arthritis, knee pain or another condition;

• replace rehabilitation or medical care; or

• make an unsafe activity safe.

• can understand and follow fitting and safety instructions;

• fits within the product’s size and adjustment range; and

• is willing to complete a supervised trial.

Age alone should not determine suitability. Two adults aged 60 may have very different balance, endurance, health histories and walking goals.


Who May Need a Different Form of Support?

A consumer walking exoskeleton may not be appropriate for someone who:

• cannot walk independently;

• has frequent falls or major balance instability;

• requires body-weight support;

• needs post-surgical or neurological rehabilitation;

• has unexplained weakness or dizziness;

• has severe or worsening pain; or

• cannot use the device safely within the manufacturer’s instructions.

In these situations, a healthcare or rehabilitation professional should assess the person before a new mobility device is considered.

Staying Active After 55 Is About Maintaining Functional Ability

Active ageing is not measured only by exercise minutes or daily step counts. Its practical purpose is to preserve the ability to participate in life.

For one person, that may mean walking to the market without assistance. For another, it may mean travelling, volunteering, hiking, attending community activities or spending a full day with family.

The strongest strategy combines regular physical activity, strength, balance, social engagement and appropriate support when needed. Technology may have a role, but it should support active living rather than replace it.
